On December 15, 2025, Xuân Thiện Group, a leading Vietnamese industrial enterprise, signed a strategic investment and cooperation agreement with Primetals Technologies in Ninh Bình, Vietnam. This partnership marks an important step toward establishing Vietnam as a regional hub for high-quality steel production.
Production Line for Heavy Plates
Primetals Technologies will serve as the technology partner, providing advanced solutions, engineering expertise, and key plant components for the project. The collaboration centers on building two production lines featuring technical capabilities not previously seen in Vietnam.
The first production complex will focus on heavy plate manufacturing, including an EAF Ultimate electric arc furnace to ensure high charging material flexibility, short tap-to-tap times, and reduced consumption, a twin ladle furnace, a twin vacuum degassing plant, a continuous slab caster, and a plate Steckel mill.
The Most Energy-Efficient Production of eHRC
At the same time, another production line will be developed to produce endless hot-rolled coils (eHRC). This line will feature two EAF Ultimate furnaces, two twin ladle furnaces, two twin vacuum degassing plants, and the advanced Arvedi ESP technology, enabling the production of ultra-thin steel products.
These capabilities are strategically important, enabling Vietnam to become self-sufficient in supplying raw materials for industries that demand high strength and large dimensions, such as offshore wind turbine towers and shipbuilding, fields where the country previously relied entirely on imports.
This strategic partnership is a key element of the “green steel ecosystem” Xuân Thiện Group is developing. A flagship example is the Xuân Thiện green steel complex in Nghĩa Hưng district, formerly part of Nam Định province (now Rạng Đông commune, Ninh Bình province).
Driving Economic Growth
The project will combine electric arc furnace technology with ironmaking facilities based on clean energy sources such as natural gas and, in the future, green hydrogen. This approach minimizes CO₂ emissions, aligns Vietnam’s steel industry with global sustainability trends, and meets the strict standards of international markets like Europe and the United States.
By combining cutting-edge solutions from Primetals Technologies with large-scale investment in the Xuân Thiện Nam Định green steel complex, this project is set to drive growth in the Ninh Cơ economic zone and boost economic development in the Red River Delta. Once operational, Vietnam will be recognized among countries producing high-quality steel for mechanical engineering, automotive, and defense industries, while also highlighting its leadership in the global “green” industrial transition.
